“Third” is professor of management and holds a PhD in business administration, major in business policy, from the University of the Philippines in Diliman where he also earned his bachelor's degree in business administration and diploma in urban and regional planning. He has an MBA from Saint Louis College. He was a junior research fellow on banking and finance at the University of Limoges in France in 2006. His papers on Philippine commercial banking structure, performance and efficiency are published in the Philippine Management Review (2004, 2007 and 2011), The Business Review, Cambridge (2007), Philippine Review of Economics (2010), and International Journal of Business and Management Studies (2011). His papers on Cordillera fiscal autonomy and financial footprints of the National Commission on Indigenous Peoples appeared in The Cordillera Review: Journal of Philippine Culture and Society (2010 and 2011). He is also a co-author of a paper on social marketing a natural family planning method which appeared in the Philippine Population Review (2009). He is a contributor to the Essentials of Investments and the Philippine Capital Market (2004 and 2011 editions). He first worked as a project development officer for a presidential commission, now defunct, tasked with the coordinating the development of Northern Luzon Growth Area from March 1996 to February 1999. He is a resource person for the governance training for electric cooperatives of the Development Academy of the Philippines and lectures on operations research and policy at the National Defense College of the Philippines. “Third” is the 2007 Gawad Chancellor for most outstanding junior faculty in UP Baguio and the 2011 Deloitte-FINEX Outstanding Finance Educator for Luzon. He holds the UP Baguio Research Endowment Fund Professorial Chair.
